If you're still having issues getting GTA VC or GTA 3 to work HERE IS THE FIX YOU'VE BEEN LOOKING FOR!! This fix works on both GTA VC and GTA 3, First change your data execution prevention settings by going to control panel, system and security, then click advanced system settings. Once that window opens click on the advanced tab.

After the installation it says cannot find 640x480 video mode. I tried literally everything, reinstall, change the compatibility to every windows (7,98,xp..ect), launch in 8 bit and everything what i read. I downloaded the silent patch, the ddl, it started to work but it was very laggy, and wasnt able to change the screen resolution in the game
XXIV Dec 14, 2013 @ 1:37pm. try to run in compability mode, windows xp server pack 2 should work. To do that, go to Steam/SteamApps/Common/GTA Vice City, and go to properties in the .exe file. Run on Admin too. If it doesn't work try to re-install.
Turning on the frame limiter not only lowers fps but also causes other issues - cars are not able to reverse properly and motorbikes rock (much like a boat) when not in motion. The following fix removes the need to turn the frame limiter on - from your video card's control panel force V-Sync on.
I hav GTA Vice City version, running successfully on Windows 98 but not on XP. I also changed the Compatabilty Mode to Win 98 but Not Working.
